It is named after Vladimir Monomakh (1053-1125), the Grand Duke of Kievan Rus'. The project was developed by the Rubin Design Bureau, and the chief designer was Sergey Kovalev. The keel was laid down on 19 March 2006 at the Sevmashpredpriyatiye shipyard in Severodvinsk. The submarine will be armed with 16 of the newest submarine-launched ballistic missile developed in Russia, the Bulava (NATO designation SS-NX-30). The Vladimir Monomakh and its sister ships will replace the Delta class in the Russian Navy.

Severodvinsk (Russian: ?????????????) is a city in Arkhangelsk Oblast, Russia, located in the delta of the Northern Dvina, 35 kilometers (22 mi) west of Arkhangelsk. The town was founded as Sudostroy (?????????). Population has declined in recent years (201,551 (2002 Census), 248,670 (1989 Census)). The territories around the North Dvina were discovered at the start of the first millennium by Vikings. British and Norman. ships came to these places for mining, fur and fishing before the 13th century, but later the climate became colder and access to the northern seas became closed. The settlement on the site of modern Severodvinsk was first mentioned in 1419, when the Swedes sailed into the bay and burnt down the Nikolo-Korelsky Monastery that stood by the shore. This monastery is believed to have been founded by St. Euphemius, an Orthodox missionary in Karelia. The abbey stood in ruins until 1471, when two sons of Marfa Boretskaya died in a vicious storm, their bodies were recovered on the beach near the monastery twelve days later. At the urging of Boretskaya, the monastery was restored and her sons were buried there.

The Advanced Research Workshop on "Nuclear Submarine Decommissioning and Related Problems" was held at the Russian Academy of Sciences in Moscow, Russia on June 19-22, 1995. On June 17 and 18, 1995 some of the workshop participants visited the Zwezdochka Shipyard at Severodvinsk which is a repair and dismantlement facility for Russian nuclear submarines. Attendance at the workshop was approximately 115 with participants from Russia, United States, France, Norway, Canada, Denmark, Sweden, Estonia, and Germany. The workshop was sponsored by the Disarmament Panel of North Atlantic Treaty Organization (NATO) Science Committee. The sponsorship and the financial support of NATO is gratefully acknowledged. The workshop was organized in Russia by the Nuclear Safety Institute of the Russian Academy of Sciences (IBRAE). The efforts of many individuals from IBRAE in producing both a technically challenging workshop and an almost flawless one are also gratefully acknowledged.
